Annette M. Hines has been practicing in the areas of Special Needs, Elder Law and Estate Planning for over fifteen years. She received her JD from Howard University School of Law, her MBA from Suffolk University and her BA from the University of Vermont. Her clients include individuals and families of children with special needs, the elderly and others in the community.

Ms. Hines is the mother of a disabled child, fueling her passion for quality special needs planning and driving her special understanding and dedication to her practice.

As founding partner of Special Needs Law Group of Massachusetts, P.C., Annette M. Hines provides dedicated legal representation to people living throughout Massachusetts. She focuses her practice on special needs planning and advocacy, estate planning, probate court litigation and elder law. She handles matters involving special needs trusts, guardianships and conservatorships, public benefits eligibility and trust administration.

Having a child with special needs herself, Ms. Hines understands the challenges that families of children with disabilities face when it comes to estate planning and public benefits. She is uniquely suited to not only help clients create long-term plans that ensure the highest quality of life possible for their children, but also to counsel them through a range of short-term crises. She is a passionate advocate for access to disability based programs such as Social Security, MassHealth and the Department of Developmental Services, and in the Probate Courts regarding guardianship, conservatorship and trust administration cases.

Her daughter, Elizabeth Hines, passed away in 2013 at age 17. Annette recounts, "Losing Elizabeth has brought me closer to my practice and my clients than ever before. It continues to fuel my passion for the advocacy work that I do here at Special Needs Law Group. It is an honor to work with the families that I meet in my practice and be a small part of their success."

Ms. Hines also acts as Guardian, Conservator and most often as Trustee for disabled individuals. Special Needs Law Group has a thriving Trust Management practice with her at the helm, along with her partner, and husband, Attorney Mark W. Worthington.

Staying active in the legal community is a priority for Ms. Hines. She is a member of numerous organizations, including The Massachusetts Association of Women Lawyers, the Massachusetts Bar Association, the National Academy of Elder Law Attorneys, Inc., and the Academy of Special Needs Planners.

Before her law career, Ms. Hines founded and directed Special Families-Special Care, Incorporated, a nonprofit home care company, until it was merged with Shriver Nursing Services. She is a zealous advocate for children and adults with complex medical conditions.
