Shai concentrates in disability law, family law, guardianship, estates and trusts, estate administration, elder law, special immigrant juvenile status, and child welfare law.  He has appeared in Maryland State Courts in matters involving family law, guardianship, estate administration, and child welfare law, and he has appeared before Administrative Law Judges in matters involving the Developmental Disabilities Administration (DDA).  Shai also performs out-of-court work to advocate for eligibility and priority status for DDA funded services and Medicaid Long Term Care.

In addition to his work as an associate for Fierst & Fink, P.C., Shai is Special Counsel in the Montgomery County Office of the County Attorney, Department of Health and Human Services Division.  As Special Counsel, he regularly appears in the Circuit Court for Montgomery County, Maryland, sitting as a Juvenile Court, representing social workers in Child In Need of Assistance matters.
