Shai concentrates in special needs planning, estates and trusts, estate administration, trust administration, and gaurdianship matters.  He represents clients before Maryland State Courts and the Maryland Office of Administrative Hearings.  Shai's practice includes advocating for funding for services administered by the Maryland Developmental Disabilities Administration (DDA).
